State pay increases in doubt

Doubts are growing that the General Assembly will award raises to the public work force next Wednesday, and several House members are calling for a special session to break the state's budget impasse.
Gov. Jim Gilmore has proposed at least 3.5 percent raises for teachers, professors, classified employees and sheriff's deputies. He would put the issue before the reconvened assembly as an amendment to teacher retirement legislation.
But several senators, locked in a battle with Gilmore over his car tax demands, have said it would be unconstitutional to appropriate the pay raise cash without doing it through the state budget.
